With almost 7 000 employees, the European Patent Office (EPO) is the second-largest public service institution in Europe. It supports innovation, competitiveness and economic growth across Europe through a commitment to high-quality and efficient services delivered under the European Patent Convention, its founding treaty. It has a yearly budget of EUR 2.3 billion, entirely financed by the fees paid by its users.


As set out in its Strategic Plan 2023, the EPO is committed to developing a comprehensive partnership with the EU institutions and agencies, in order to foster support for innovation in Europe. Based on transparent exchanges, the Office is also willing to engage in a rich dialogue with the civil society, NGOs and business associations, many of them having their seat in Brussels. As the first point of contact with key stakeholders in Brussels and all EU institutions, the Brussels Bureau has a pivotal role to play in the effective delivery of the EPO’s strategic intent of fostering cooperation and building a stronger patent system and IP network.


Moreover, in order to reinforce its institutional framework and social responsibility as a European international organisation, the Office is willing to foster relations with its host countries (Germany, The Netherlands, Austria and Belgium).


For these important missions, the EPO now seeks to appoint a Senior Policy Advisor who will support the Director of the Brussels Bureau.  


Your main responsibilities

  • To facilitate and drive key initiatives in line with the EPO’s strategic plan to ensure the effective implementation of the objectives
  • To partner with the key stakeholders within European institutions and local authorities of EPO host countries, in order to identify and develop opportunities to promote and strengthen cooperation and the IP network in line with the strategic objectives
  • To represent the EPO in special committees and interest groups in support of the delivery of the key strategic initiatives
  • To act as a resource across the organisation and work collaboratively with internal stakeholders to increase cohesion for and alignment with the strategic objectives regarding cooperation and the strengthening of the patent system


What we expect from you

  • Excellent communication skills with the ability to influence and garner support from a variety of stakeholders
  • Ability to work collaboratively and constructively in pursuit of the strategic goals
  • Ability to establish instant rapport and build networks
  • Ability to obtain and filter information and provide policy advice in view of the achievement of long-term strategic goals
  • A deep knowledge of the EU institutions and agencies, their governance and their policies, especially in relation with IP and innovation.
  • A proven and successful experience of networking with the different stakeholders and political actors present in Brussels
  • A sound experience (at least 15 years) in decision making processes at EU level involving multiple institutional players


Your qualifications

  • Diploma of completed studies at master's level or – in exceptional cases – equivalent professional experience
  • Excellent knowledge of one official language and ability to understand the other two; in exceptional cases, excellent knowledge of one official language and ability to understand another
  • Citizenship of one of the member states of the European Patent Organisation  


Process and timeline

The successful candidate will be selected on the basis of qualifications and relevant experience, supplemented as appropriate by interviews, tests and/or a personality questionnaire. It is intended to hold the interviews in week 29.


The post is located in Brussels with regular travels to Munich, Berlin, The Hague and Vienna.
